Job Description Summary

The Medical University of South Carolina seeks a dynamic and forward-thinking academic leader to serve as its next Executive Vice President of Finance and Operations. This senior leader has direct responsibility with the university but is expected to interface and help lead across the entire enterprise. The desired candidate will be a dynamic and collaborative leader who is committed and passionate about advancing the mission and vision of MUSC and should have a proven track record of delivering timely results, implementing innovative solutions, developing their team, and working collaboratively across a complex organization and a broad range of community partners.

Job Description

Reporting to the President, the Executive Vice President for Finance and Operations (EVP) will be responsible for providing the leadership and vision necessary to assure effective and strategic oversight of all financial, physical, HR, and general operations of the University.


Serving as a member of the President’s Council, the EVP will collaborate with the Deans, Provost, Vice Presidents, and CFOs to properly balance and support initiatives of the clinical enterprise, academic divisions, and research programs. The EVP also serves as the Administrative Liaison and collaborates closely with the President to provide support in managing and integrating the functions
of the Office of the President.


The EVP oversees a team of approximately 1000 employees has the following reporting units: Risk management, Transportation, Public Safety, Property Control, Parking, Procurement, Human Resources, Grants and Contracts, Controller, Facilities, Budget, Business Services, Accounts Payable, Accounting Services, as well as the management of the following direct reports: Chief
Engineering and Facilities Officer, Chief University Financial Officer, Chief Operations Officer, Strategic Risk Management Officer, Director of Enterprise Financial Planning and Analysis, with dotted line reports to: Assistant Provost for Finance and Administration, Chief Real Estate Officer, and Chief Information Officer.


The EVP will have other key relationships with the following:
• MUSC Board of Trustees
• Vice President for Academic Affairs and Provost
• Vice President for Clinical Affairs/MUSC Health CEO
• Vice President for Medical Affairs and Dean COM
• Vice President for Institutional Advancement
• Vice President for Research
• General Counsel
• MUSC Health CFO
• MUSC-Physicians CFO


Key responsibilities of the EVP include:
• The EVP is a direct report to the MUSC President and CEO
• Serving as a member of the President’s Cabinet for all major decisions affecting the
University. Providing information and counsel to the President and other executive
officers on fiscal and administrative matters related to university-wide planning,
policies, and procedures.
• Provides executive leadership to ensure the delivery of services and overall support


Key Responsibilities of the university’s academic, research, and clinical priorities:
• Serves as the University’s senior financial and administrative officer responsible for capital and operating budget preparation and oversight.
• Provides leadership in the development and continuous evaluation of short and long term strategic financial objectives and sound financial policy including internal controls and risk management.
• Provides broad oversight for all campus physical planning and construction efforts including collaboration with local and state regulatory agencies.
• As a member of the senior leadership council, helps to develop the university
strategic plan and ensure that goals and initiatives are implemented within all areas of responsibility.
• Promotes a culture of high performance, continuous improvement and
transparency that values a commitment to quality in the Division of Finance and
Administration.
• Serves as the administrative liaison to the Board Physical Facilities Committee and the Finance and Administration Committee. Effectively communicates and
presents critical financial and administrative matters to the board and committee meetings.
• Represents the University and President at various local, state, and national
organizations and serves on a variety of community and state boards.
• Negotiating with an array of external organizations and building relations with
banks, underwriters, and other sources of financing. Providing management for the development of bonded debt financing in a tax-exempt environment and credit agency rating of debt, as necessary.
• Representing the university in interactions with internal operating units, as well as outside civic, regulatory, and accrediting agencies. Serving as chief business and finance spokesperson with the Board of Trustees, local government and
community, state agencies and other educational and non-educational
institutions.
• Supervising senior officers and directors in the development of objectives, new
programs, goals, forecasts, plans, and budgets.
• Ensuring university policies are uniformly disseminated and properly interpreted
and executed. Developing, securing approval of, and establishing operating
policies consistent with the President’s broad policies and objectives.
• Planning and implementation of administrative computing systems that support the finance and human resource operations of the University.
• Tracking the record of compliance re: audits, accreditations, and regulations.
• Managing the general campus safety through direct supervision of the MUSC Police Department and the MUSC Emergency Management Office to ensure a safe and secure environment on campus.
• Maintaining awareness of political activities, current and proposed legislation,
changing economic and demographic environment and overall business climate
affecting the University and relates this insight to the changing needs of the
University consistent with its mission.
• Serving on a variety of standing and ad-hoc committees in support of MUSC
programs and activities.

Preferred experience: Master’s degree in finance, business administration, healthcare administration, or a related field required; CPA or CFA preferred.

The next EVP will be a dynamic and collaborative leader. Candidates will be self-assured, with high integrity, and must be committed and passionate about advancing the mission and vision of MUSC. Additionally, the ideal candidate should have the following:
• At least 10 years of administrative and financial management experience is
required, preferably as a Chief Financial Officer or Executive/Vice President.
• A proven track record of managing complex financial systems and operational
processes (financial management, facilities operation and construction, campus planning, human resource management, business auxiliaries, campus risk
management and security) in a comparable academic healthcare and University,
or public/state environment.
• Demonstrated leadership skills with ability to appropriately represent the
institution, ensure accountability and build high reliability teams.
• Possess the highest level of personal ethics and professional integrity to engender unquestioned confidence in business and moral conduct.
• Possess a high energy level and an ability to manage multiple, simultaneous
projects, with the adaptability to move equally between long-term strategic issues to short-term tactical implementation.
