Job Description Summary

This position reports directly to the Department of Neurology Vice Chair for Finance & Administration. The incumbent of this position is responsible for managing the annual Department budgeting process and ongoing oversight of the departments unrestricted/restricted budgets, totaling more than $29 million annually. The incumbent provides finance support in annual budget projections, providing monthly reports to leadership on Department BTA Analysis, funds transfers, and departmental payroll changes and payments. Position will require development of complex financial modeling, data analysis and reporting, and the creation of tools (excel) to support this. This position also ensures that the Department operates efficiently and effectively, identifying trends, barriers, and opportunities through data analysis and then making recommendations for business and process optimization. Areas of responsibility include budget, finance, financial tool development, payroll, reporting and analysis. This role will also provide cross coverage to accounting operations intermittently as needed.

UNIV - Fiscal Manager II - Department of Neurology

MUSC Minimum Qualifications:

A bachelor's degree with multiple accounting courses and six years of experience directing accounting, auditing, or finance employees.

Preferred Qualifications:

Five years relevant experience in administrative services, public administration or business management.

Strong Analytical skills with the ability to independently interpret complex financial data, identify trends, and develop actionable insights. 

Advanced knowledge of Excel needed for Excel based budgeting software, and development of budgeting reports/tools.

Strong knowledge of Budgeting and General Ledger applications.

Responsibilities: 

30% BUDGET DEVELOPMENT:  In partnership with the Vice Chair for Finance & Administration, facilitates, manages, and develops the annual department Operating and Personnel Budgets.

  • Enters budgeted operating and personnel expenses into institutional budget program (Adaptive Learning) and serves as the administrator of that program for the department. Meets with, advises, and gathers input from key department, COM, and institutional personnel, including the department Chair and Administrator, to produce appropriate budget figures.

  • Reports on adherence to and variances from budget throughout the year, and works with stakeholders to create action plans, as needed.  Tracks, monitors and reports out on faculty F&A accounts, start-up package accounts, and PI residual accounts.  Essential

25% FINANCIAL REPORTING & ANALYSIS

  • Leads, prepares and manages financial reporting for the Department of Neurology’s $25 million MUSC and MUSCP unrestricted accounts, and $4.5 million restricted annual budget.

    • Utilize OurDay reporting tools to conduct in-depth financial analysis to assess assigned department’s financial performance, identify trends, and forecast future financial outcomes.

    • Utilize OurDay reporting tools to prepare regular financial reports, including budget variance analysis, revenue projections, and expenditure tracking, to support decision-making by division leadership and faculty.

    • Develops additional reporting tools needed to support this.

  • Prepares and maintains Department Financial reporting requirements to COM Dean’s office, to include Annual Preliminary Workforce, and annual/monthly updates of cFTE sheets with timely adjustments for additions, departures, and changes in buydowns. May completes other reports as needed for COM Dean’s office.

  • Assist in the development of financial models and scenarios to evaluate the financial impact of various initiatives, projects, and strategic plans.

  • Collaborates with the Vice Chair for Finance & Administration to identify opportunities for process improvements and efficiency enhancements in financial operations, systems, and procedures within the missions.

30% FINANCIAL OPERATIONS: Maintains an appropriate accounting structure to manage all MUSC and UMA restricted ($4.5M) and unrestricted ($25M) accounts, as well as the departmental Health Service Foundation (HSF) accounts (~$7M expendable funds) to ensure each mission/source is funded correctly. 

  • Manages department finance functions within Ourday to include inputting daily financial operations to include journal entries, telehealth invoicing & payroll, FTE and/or Compensation changes, one time payments, invoicing, foundation withdraws. 

  • Completes OurDay financial management checklist in partnership with Vice Chair for Finance & Administration. 

  • Reconciles monthly affiliate salary charges, ensuring cost allocations are active and in alignment with budget, reporting out discrepancies.  Essential

15% EDUCATION DIVISION FINANCIAL MANAGEMENT: In partnership with Vice Chair for Finance & Administration, and education program directors, develops and maintains Education budgets for Residency and Fellowship programs. 

  • Oversee tracking and maintenance of Resident and Fellow travel and book funds.  Provides finance support for Education divisions to include processing of event budgets/contracts, payroll/moonlighting processing for residents/fellows, and backup for educational procurement items. 

  • Prepares and presents Education Finance BTA reports to respective program directors and leadership.
