Job Description Summary

The Deputy Chief Information Officer (DCIO) for Operations reports to the Medical University of South Carolina (MUSC) Enterprise Chief Information Officer (CIO) and is a member of the senior corporate IT leadership team.  The DCIO partners with MUSC’s academic, clinical and business leaders, strategic partners and IT leaders to align strategic objectives with resources capabilities. The DCIO leads and oversees overall IT operational efficiency and effectiveness as well as driving the development, deployment and ongoing management of the IT service delivery processes. The DCIO is the senior IT executive responsible for coordinating IT strategic plan maintenance and development, facilitating effective IT governance for the enterprise and individual mission areas, and overseeing the IT project portfolio.

Job Description

The Deputy Chief Information Officer (DCIO) for Operations reports to the Medical University of South Carolina (MUSC) Enterprise Chief Information Officer (CIO) and is a member of the senior corporate IT leadership team.  The DCIO partners with MUSC’s academic, clinical and business leaders, strategic partners and IT leaders to align strategic objectives with resources capabilities. The DCIO leads and oversees overall IT operational efficiency and effectiveness as well as driving the development, deployment and ongoing management of the IT service delivery processes. The DCIO is the senior IT executive responsible for coordinating IT strategic plan maintenance and development, facilitating effective IT governance for the enterprise and individual mission areas, and overseeing the IT project portfolio.

Key Responsibilities:

Strategic Planning – works with the IS senior leadership team to ensure the enterprise IT strategic plans and application roadmaps align with MUSC strategic plans.  Maintains IT strategic plans through regular review and by facilitating more formalized strategic planning processes where appropriate.

IT Governance Support (Health System & University) – assists the CIO by documenting, revising as necessary, and supporting processes that enable IT work prioritization and decision-making.

Project Portfolio Management – assists the enterprise CIO in overseeing the IS project portfolio.  Serves as the primary liaison to the ePMO office to ensure IS needs are met.  Monitors demand and capacity against priorities.

Enterprise Service Desk Oversight – oversees the enterprise service desk vendor.  Ensures performance metrics are consistently met.  Utilizes the service desk processes to ensure overall IS service delivery is consistently measured and performs well. Serves as the liaison with internal and external customers that utilize the enterprise service desk.

ServiceNow Leadership – is the primary individual responsible for providing direction to the ServiceNow application teams regarding IS department needs and priorities.

Performance Measurement (KPI’s) – the primary leader responsible for collecting and reporting IS KPI’s.  Facilitates interventions through coordination with IS internal teams to improve overall performance. Facilitates the development of service level agreements.

Quality Assessment & Performance Improvement (QAPI) – responsibility for coordinating IS department-wide quality assessment and performance improvement initiatives.

Regional Health Network (RHN) IT Leadership – oversees IT on-site leadership assigned to the major regions of MUSC’s health system to ensure alignment with corporate IT goals and objectives.  Ensures RHN needs are incorporated into system-wide IT plans.

Additional Job Description

Education:

A bachelor's degree in healthcare administration, information technology, or a related field. A Master’s degree is preferred.

Knowledge/Work Experience:

-Demonstrated success and expertise in IT academic healthcare leadership, including improving customer satisfaction, evaluating innovative technology, and partnering with academic, research, clinical and business stakeholders to ensure services and support are meeting expected levels of service, quality, and performance.

-At least eight years of relevant experience in information systems, IT program/project management, IT consulting, customer relationship management and IT operations management with a significant portion of that experience being in a large, multi-site academic health system.

-Strong leadership and management skills, with a demonstrated ability to lead and develop teams. Must have a solid track record of high staff engagement and retention.

-Must have a proven and continuously improving track record with KPIs of delivering excellent customer service.

-Knowledge of healthcare and information security regulations and standards, including HIPAA.

-Excellent project management skills and experience managing complex IT project portfolios.

-Strong communication and collaborations skills to work with diverse stakeholders.

-Certifications in relevant areas, such as Certified Healthcare Chief Information Officer (CHCIO), Certified Professional in Healthcare Information and Management Systems (CPHIMS), ITIL certification, and/or Project Management Professional (PMP), are a plus.

-Please note, this is not a hybrid role. The selected candidate is expected to be on-site and/or traveling to other MUSC Health System Facilities at least 80-90%. There is a strong in-person culture at MUSC and this role is expected to lead a large team F2F as well as conduct other cross functional and executive/leadership team meetings in person. While there is work from home flexibility as schedules allow relocation to the Charleston area is strongly preferred.
