Job Description Summary
This position reports directly to the College of Nursing’s Assistant Dean of Finance & Administration. The incumbent of this position is responsible for managing the annual College budgeting process and ongoing oversight of division and department budget to actual activity and reporting. The incumbent provides finance support in business strategy and development for programmatic growth through complex financial modeling, data analysis and reporting, and the creation of tools to support this. This position also ensures that the College operates efficiently and effectively, identifying trends, barriers, and opportunities through data analysis and then making recommendations for business and process optimization. Areas of responsibility include budget, finance, business strategy and development, reporting and analysis. This role will also provide cross coverage to HR and accounting operations intermittently as needed.Entity

Job Description
30%- Provide finance support for business strategy, development, and program growth in academic and practice departments and optimization in the College. Interact with College and department leaders to provide consultative support with planning initiatives through data analysis, financial modeling, reports, and recommendations. Independently review College financial data to identify trends, barriers, and opportunities for growth and sustainability, and make recommendations for business and process optimization. Create tools to support analysis and ongoing oversight of key performance indicators for the College and for individual programs and activities.
20%- Serve as the budget manager for the College, assisting the Assistant Dean of Finance & Administration in the preparation of budgets for the assigned College divisions and departments. Coordinate the annual budgeting process, establishing timelines, meeting with CON stakeholders, preparing internal budget documents and inputs into the University budgeting software for unrestricted funds and coordinating with the CON grants manager for restricted/research internal budget completion and inputs into the budgeting software. Collaborate with the CON HR and Accounting Operations Manager for annual personnel budgeting inputs. Provide technical assistance in the implementation of State budgetary policy and procedures.
15%- Manage the College’s approved budget throughout the fiscal year. Prepare monthly financial reports, trend analyses, and forecasting for unrestricted funds. Review and verify budgetary adjustments and new personnel position requests and monitor expenditures by individual department and division through budget to actual reporting for unrestricted funds. Evaluate and manage financial resources. Analyze cash flow, cost controls, and expenses to pinpoint potential weak areas and recommend alternative funding and spending options in the oversight. Provide recommendations for budget and College funds flow enhancements. Advise the Dean and Assistant Dean for Finance & Administration on all financial matters.
10%- Provide back-up support and cross coverage to the College’s Human Resource Administrator and act as a liaison with the MUSC Departments of Human Resource Management and Payroll. Support the College’s Human Resource Administrator in the oversight and approval of recruitment, hiring, separations for employees, and development and preparation of position descriptions for recruitment and reclassification purposes. Advise administration on salary recommendations and conduct salary and equity studies. Ensure compliance with all HR and Payroll policies providing policy guidance to administration.
10%-Provide back-up support and cross coverage to the Accounting Operations Manager, and maintain communication and collaboration in areas of responsibility that have related implications. Provide back-up support that ensures continuity of operations as needed with procurement, accounts receivable, accounts payable, costing allocations and payroll accounting activities, in compliance with Federal, State, and MUSC policies, procedures, and regulations.
10%-Provide finance support for the Office of Practice, serving as the F&A liaison to the Office of Practice administrative coordinator to provide contract and faculty activity data as needed. Support the execution of Office of Practice contracts as well as record keeping and tracking of practice activity and faculty effort that supports budget management and financial oversight.
5%- Other duties as assigned with a focus on supporting team training with tools (e.g., excel) and systems (e.g., OurDay functions).
Minimum Requirements: A bachelor's degree and four years relevant experience in administrative services, public administration or business management.
