Job Description Summary

The Immigration Manager in the Center for Global Health provides international student and scholar oversight and services in several functional areas of responsibility including student immigration advising, scholar immigration advising, and employment advising. This position serves as a subject matter expert on employment, scholar and student-based immigration sponsorship ensuring that MUSC remains compliant with federal regulations, university policy and best practices. Serve as Designated School Official (DSO) for F-1 students and Alternate Responsible Officer (ARO) for J-1 Exchange Visitor Program. Serve as point of contact with Department of Labor, Department of State, Department of Homeland Security and all subsidiary agencies. Maintain advanced working knowledge of frequently changing regulations, legislation, policies, and issues, and examine and communicate the impact on campus-wide visa and immigration processes. Performing other duties as assigned. This position has the potential for a hybrid schedule in Charleston.

Job Description

30%.  Students & Scholars Advising & Case Management

  • Advise international students and scholars on regulatory and administrative issues related to their immigration status, including immigration and visa procedures, maintaining legal status, employment, extension of stay, change of status, travel regulations, financial needs and dependent issues.
  • Serve as the primary contact and advisor for MUSC units for prospective, incoming and currently sponsored international students and scholars on immigration matters. 
  • Serve as DSO and ARO, preparing I-20s, DS-2019s, J-1 and F-1 advising, and fulfilling related reporting requirements as required by federal law.
  • Review and management of processes, practices, assessment, and reporting connected to immigration sponsorship.  

30% Employment Advising

  • Preparing and handling employer-sponsored visa processes, including H-1B, J-1 visa waivers, O-1, TN, E-3, and permanent residency petitions and related advising by reviewing, and interpreting immigration documents, letters, and regulations for the hiring of international faculty and staff.
  • Draft, review, and submit forms for employer-sponsored visa processes; monitor the progress of immigration cases, and continually improve processes for regulatory compliance and greater efficiency
  • Provides guidance and consultative support to international faculty, staff, scholars and sponsoring departments on compliance issues and in the preparation, processing, and maintenance of documents in support of immigration sponsorship requests for employment sponsored applications.
  • Provides assistance and information to MUSC sponsored international faculty and scholars, hosting unit staff, and faculty on federal regulations and university policies affecting international faculty and scholars and their dependents.

30% Operations & Administration

  • Innovate immigration business processes, including maximizing the potential of case management and software, develop and maintain workflows, practices and systems to enhance compliance, reporting, services and communications. Oversight of immigration case processing software. Monitor regulatory updates and make necessary changes to operation practices and materials. Prepare statistical reporting data for multiple internal and external uses. Develops and delivers training and educational resources.

10% ECFMG Training Program Liaison

  • Serves as Training Program Liaison for J-1 Alien Physician with the Educational Commission for Foreign Medical Graduates (ECFMG). Provides guidance and advice to GME programs about the overall process and timeline, including regulatory and compliance requirements necessary.

Required Qualification

Candidate must be a U.S. citizen or U.S. permanent resident to serve as Alternate Responsible Officer and Designated School Official in the Student and Exchange Visitor Information System (SEVIS), as required by federal regulation.

Preferred Qualifications, Competencies, and Experience

  • Bachelor's degree and minimum 4 years of experience in immigration case management at an academic institution.
  • Experience working in SEVIS as Designated School Official and/or Alternate Responsible Officer.
  • Comprehensive knowledge of H-1B, TN, F-1 and J-1 immigration rules, regulations and procedures
  • Direct experience advising international faculty and scholars in a university context.
  • Demonstrated ability to communicate effectively and patiently with cross-cultural sensitivity.
  • Strong analytical skills, the ability to comprehend and synthesize various regulations, and the ability to resolve complex immigration problems.
  • Ability to work independently and as a team member.
  • Demonstrated experience managing Terra Dotta or other similar case management database.
  • Must have a strong ability to establish priorities and manage multiple demands and assignments.
  • Attention to detail and exceptional customer service skills are essential, along with excellent organizational, verbal and written communication skills.
