Job Description
Manages the operation of a warehouse or property control section; may be responsible for ancillary service and maintenance functions. This is a supervisory class. Oversees the activities of a central receiving distribution and storage warehouse. Prepares and administers operating budgets. Calculates cost and depreciation for federal and state property. Coordinates the disposal of surplus property. Develops and disseminates manuals and other correspondence pertaining to inventory control and property management. Establishes facility security procedures. Oversees the work of custodial service employees; maintains work schedules, time sheets and employee records. Develops intra-agency mail distribution systems.

35% Oversee the operation of the surplus warehouse by coordinating the disposal of obsolete equipment and assuring compliance with state and federal regulations. Prepare TID packets for State Surplus Property; create transfer detail in surplus module, identify and resolve discrepancies and notify State Surplus Office when TID is ready. Responsible for all required transportation paperwork concerning the vehicle. 1. Oversee the work of two Supply Specialist III’s including equipment being picked up as scheduled, with transfer details for pick up being processed accurately with equipment checked off, received in Surplus Module and proper signatures. 2. Oversees items coming off the truck into the Surplus Warehouse by printing and placing labels on the items, maintains the daily inventory records of these items and adds them to the Turn In Document for State Surplus. The State Turn in Document is prepared the Friday before the 4th Tuesday of each month in accordance with Key Process Indicator. 3. Maintains established area for equipment to be lined up for State Surplus screening. 4. Coordinate the sorting of equipment after screening: (a) All salvaged (equipment with the SPO code) items are lined up in one area and each item is verified before it is loaded. If requested by driver, items are stretch wrapped. (b) All junked equipment (with J) is lined up within another area, for sorting. The junk equipment will be handled within 5 days. (c) Proper documents are retained and legible for all disposals via: GovDeals, junk, scrap, or recycling center. 5. Maintains the vehicle log daily, trip log is completed, signed, and turned into the office by the last working day of the month. 6. Provide supervisor with weekly update(due on the end of each week) regarding the status of Truck Runs.
5% Creates and/or updates on an on-going basis a desktop procedure manual for the position. The manual has up-to-date documentation of duties and responsibilities and is readily available for review.
5% Other duties and cross-training as assigned. Timely and accurate completion of assigned tasks or cross-training.
15% Conducts quarterly wall-to-wall inventory of Surplus Warehouse. Conducts wall-to-wall inventory of certain departments with equipment over $5,000 as required. Investigate and resolve all discrepancies in relation to the inventory. Prepares data collected during inventory for Asset Accounting and Surplus Manager. Receive all items into the surplus module within 2 business days of receipt. 1. All inventories assigned are conducted and completed timely and accurately in accordance with the established deadline. 2. Ensure that all items are received within 2 business days in the surplus module.
15% Performs duties associated with the pickup, removal and disposal of obsolete equipment, assuring compliance with state and federal regulations. Equipment is picked up as scheduled. All PEA forms are processed accurately, with equipment checked off and all authorized signatures acquired.
25% Contacts the departments, sets up appointments and delivers reporting form packages. Places bar code tags on equipment over $5,000. Take pictures of tagged assets and put them in an assigned folder. Ensures that departments comply with current policies and procedures for tagging new acquisitions and that information is provided for reporting forms. Ensures that receiving documents are signed by the department and returned to the manager. Ensures that reporting form packages for leased equipment and purchase orders in exception status are maintained/updated on a weekly basis and status report is given to the manager. 1. Appointments with departments are scheduled and all equipment is tagged in a timely and accurate manner. 2. Reporting forms are prepared and processed accurately with authorized department signature before returning to manager. 3. Leased equipment and purchase orders in exception are followed up weekly. 4. Reporting forms should not be over 60 days old on the query report from Asset Accounting. 5. Use tablet or assigned camera for tagging and to take pictures of equipment.
Minimum Requirements:
A high school diploma and two years journey-level work experience directly related to the area of employment.
