Job Description
The Associate CIO (ACIO) Clinical Applications reports to the Medical University of South Carolina (MUSC) Enterprise Chief Information Officer (CIO) and is a member of the senior corporate IT leadership team. The ACIO Clinical Applications is responsible for providing strategic leadership and guidance in the development, implementation, and management of clinical information systems and associated applications to enhance the delivery of patient care and support healthcare operations. This role collaborates with various stakeholders to ensure the efficient and effective use of clinical applications while maintaining compliance with healthcare regulations, information security and information technology standards.
Key Responsibilities:
Strategic Leadership - Collaborate with MUSC Health System leadership and Information Solutions leadership to develop and execute the strategic vision for clinical information systems and applications. Align clinical application initiatives with the organization's goals and objectives.
Clinical Information Systems Management - Oversee the implementation and optimization of Electronic Health Records (EHR) and associated clinical software systems. Manage and support the integration of clinical applications with other IT systems. Ensure clinical systems are updated, maintained, and continuously improved.
Team Management - Lead a team of IT professionals responsible for clinical applications, including various levels of application analysts, integration engineers, and support staff. Provide guidance, mentorship, and professional development opportunities to team members.
Regulatory Compliance - Ensure compliance with healthcare regulations, such as HIPAA and other relevant standards, in the use and management of clinical applications. Stay informed about changing regulations and standards and implement necessary changes to maintain compliance.
Vendor and Stakeholder Management - Manage relationships with clinical application vendors, ensuring contractual obligations are met. Collaborate with clinicians, healthcare providers, and other stakeholders to gather feedback and requirements for application enhancements.
Project Ownership - Oversee the execution of the IT project portfolio related to clinical applications including new implementations, enhancement and optimization projects, and system upgrades. Works with the ePMO to ensure projects are well planned and delivered on time and within budget.
Data Security and Privacy - Work closely with the Chief Information Security Officer to ensure the security and privacy of patient data within clinical applications.
Support – Oversee application support and issue resolution for clinical application users. Partner with the IS service desk by providing the knowledge and information necessary to resolve customer questions and issues on first contact.
Performance Monitoring and Reporting - Establish and monitor key performance indicators (KPIs) for the clinical information systems division of Information Solutions. Reports KPI’s on a regular cadence (provider satisfaction, optimization completion performance, system usage, and compliance). Continuously monitors project work and flexes expertise within the team to match changes in demand.
Additional Job Description
Education:
A bachelor's degree in healthcare administration, computer science, information technology or related field. A master’s degree is preferred.
Knowledge/Work Experience:
- Experience with clinical applications including Epic EHR and direct involvement with a major enterprise implementation highly preferred. Eight (8) years of experience in areas such as applications development, ancillary systems, IT architecture, data management, project management, IT security and compliance, etc.
- Demonstrated success and expertise in IT academic healthcare leadership, including improving customer satisfaction, evaluating innovative technology, managing fiscal performance, and partnering with clinical stakeholders to ensure services and support are meeting expected levels of service, quality, and performance
- Progressive experience leading clinical information systems within a large, multi-site health system. Epic experience preferred. Experience with clinical, ancillary, and revenue cycle applications and direct involvement with major enterprise implementations.
- Strong leadership and management skills, with a demonstrated ability to lead and develop teams. Must have a solid track record of high staff engagement and retention.
- In-depth knowledge of healthcare regulations and standards, including HIPAA.
- Excellent project management skills and experience managing complex IT projects and portfolios.
- Strong communication and collaboration skills to work with diverse stakeholders.
- Certifications in relevant areas, such as Certified Healthcare Chief Information Officer (CHCIO), Certified Professional in Healthcare Information and Management Systems (CPHIMS) and/or Project Management Professional (PMP), are a plus.
