Job Description Summary

The Assistant Controller directs the management of the University’s Accounting Operations and Financial Reporting & Cash Management functions, overseeing 46 FTEs across key units including the Bursar’s Office, Disbursement Services, and Asset Accounting. This role provides strategic leadership, ensures regulatory compliance, maintains strong internal controls, and supports accurate financial reporting. The Assistant Controller also assists the University Controller with office operations, policy development, and safeguarding the integrity of financial data and systems.

Job Description

Directs the management of the University's Accounting Operations and Financial Reporting & Cash Management areas (46 FTEs), which include: Bursar’s Office (9 FTEs); Disbursement Services—comprising Payroll (10 FTEs), Accounts Payable (5 FTEs), and Tax/AR(3 FTEs); Asset Accounting and Surplus (8 FTEs); Process Improvement (1 FTE); and Financial Reporting & Cash Management (10 FTEs).

Provides leadership and technical expertise for these areas of responsibility, overseeing the implementation and maintenance of effective information systems and business processes. This includes system rollouts and training for users across the University. Ensures compliance with state and federal regulations, maintains effective internal controls, and delivers timely information and guidance to the University Controller and senior administration.

Prepares year-end schedules and entries in accordance with GAAP, federal, and state requirements. Offers training and guidance to University personnel on relevant policies and procedures. Ensures accurate and timely responses to internal and external audit requests.

Assists the Controller in managing the overall operations of the Controller’s Office, supporting University compliance with accounting principles and laws/regulations, ensuring the appropriate stewardship and accounting of University resources, analyzing and developing accounting policies and procedures, maintaining internal controls, ensuring the integrity of financial data, and overseeing the financial information needed for decision-making. Also monitors and helps manage the fulfillment of the University’s financial obligations.

Minimum Requirements:
A Bachelor's Degree with a CPA certificate and/or a Master's Degree from an accredited College/University in a field relevant to the role, such as business, finance, or accounting, is preferred. Ten years of general administrative experience with at least five years' accounting and managerial experience. This position reports directly to the Controller. Supervision is minimal. Employee has broad discretionary authority when interacting with other areas of the University. Considerable knowledge of state government/higher education fiscal and accounting processes.This is an executive level position which will be relied upon heavily by the Controller and Chief Financial Officer.

Knowledge, Skills, and Abilities:
Knowledge of state and federal laws and IRS regulations pertaining to higher education; knowledge of principles, practices and theories of accounting and financial management; ability to interpret and analyze financial data and reports; ability to manage a professional accounting staff; ability to interpret complicated federal and state statutes, rules and regulations pertaining to applicable programs. Proficiency in the use of financial and database application software, including Microsoft Excel, Microsoft Access, and large institution general ledger. A bachelor's degree and five years of relevant program management experience. Bachelor's degree should include multiple accounting courses and 5 years of directing professional accounting, auditing, or finances required. Considerable knowledge of state government/higher education fiscal and accounting processes.A strong team member and collaborator who is committed to shared governance and appropriate transparency. Highly proficient working in a complex ERP environment.  

Supervisory guidelines:
The position reports directly to the Controller and will function at a management level with minimal supervision. The Assistant Controller is accountable to senior leadership for the effective oversight and performance of all functional areas under their direction.
