Job Description Summary

The Construction, Fire and Life Safety Program Manager I will operate under the direction of the Construction, Fire and Life Safety Program Manager II within the Workplace Health and Safety group. This position will require management of the following programs, however is not limited to: Life Safety Maintenance, Environment of Care, and Above Ceiling Permitting. A background in Fire Safety Management, Enviornmental Health Safety, or general safety is preferred. This position will be located in Downtown Charleston and may require travel to our Orangeburg facility or any other MUSC offsite location. Knowledge of NFPA, Joint Commission and DHEC Regulations is highly recommended.

Job Description

30% - Manage Life Safety Maintenance Plan (LSMP) Program

  • Design the execution and scheduling protocol for all mandatory scheduled compliance audits as specified by Joint Commission, SCDHEC, NFPA and other authorities having Jurisdiction (AHJ) for all MUHA buildings, as well as University locations by request.

  • ·         Prioritize and assign building inspections as per regulatory timelines to ensure all timelines are met and benchmarking is provided to key stakeholders. This program includes:

    • Fire and Smoke Rated Door Assemblies Inspections

    • Fire and Smoke Rated Wall Assembly Inspections

    • Above Ceiling Penetration Inspections.

  •  Ensure all building surveys are conducted in accordance with regulatory compliance schedules and track and manage all deficiencies to ensure they are documented in the appropriate electronic tracking systems. Include the most accurate representation of the latest documentation

  • Partner with the Workplace Health and Safety – Fire and Life Safety team to ensure that all fire doors are inspected, with deficiencies documented in FixIt system, and repairs executed in a timely manner.

  • Directs regularly scheduled compliance audits as specified by or LSMP Data & Trending program with the following guidelines:

    • Less than or equal to 30 Assets = check 100%

    • Between 30 to 100 Assets = check 30 cases

    • Between 101-500 Assets = check 50 cases

    • Greater than 501 Assets = check 70 cases

30% - Above-Ceiling Permitting Program

  • Provide operational management and coverage for the 22 accredited MUSC Hospital buildings under the Charleston License.

  • Review all requests from MUHA Hospital Leadership, Staff and Contractors requesting work that would fall under the Above Ceiling Permitting Program to pre-asses scope of work, review accuracy of information provided, ensure all regulatory and compliance specifications are met under the proposed project plan, and communicate approvals with the appropriate work group to move forward or educate the team on reason for project rejection.

  • Oversee the training and development of the MUSC Staff and Contractor team responsible for the Above Ceiling work, providing scope of work environment, timeline, budget expectations and all other project specific details. Ensure all safety precautions are review and executed prior to work beginning, as well as consistently assessing the work-flow for continued safety compliance.

  • Provide final inspection of all work Above Ceiling Work once completed. Final reports must be provided to MUSC Workplace Health and Safety Leadership reflecting compliance with completion as well as notifying of any deficiencies.

25% - Environment of Care Program Lead

  • Provide expert level leadership and guidance as a member of the Environment of Care Council by participating with bi-weekly rounding within the 22 accredited MUSC Hospital buildings under the Charleston License. Environmental Care rounds are conducted consistently, scheduled every other week along with additional audits and assessments as needed in partnership with MUHA and University Operations Managers.

  • Manage all data collected during EOC rounding and provide detailed reporting to the Director of the Environment of Care Committee.

  • Manage overall compliance of all MUHA hospital buildings that are under the jurisdiction of Joint Commission, SCDHEC, NDPA, and all other authorities having Jurisdiction (AHJ).

  • Assess, identify and document any deficiencies identified per National Fire Prevention Association. All compliance issues must be reviewed and a project plan completed to move to compliance.

  • Provide training and education to hospital staff regarding Construction, Fire, and Life Safety measures to ensure proper levels of development and maintain compliance.

15% - Operational Leadership and Development

·         Attend all scheduled staff development opportunities, team meetings, coaching sessions and one-on-ones consistently at scheduled times.

·         Ensure all required and recommended trainings are completed by scheduled due dates.

·         Comply with all departmental specific operational processes.

·         Identify and recommend any new trainings, certifications or cross-training opportunities that would be beneficial in development of the Workplace Health and Safety Programs.
