Job Description Summary

The Fiscal Manager I will serve as the primary administrative and fiscal manager of the South Carolina Area Health Education Consortium (AHEC), a separate state agency (H53), administratively housed at the Medical University of South Carolina.

Note: In accordance with state HR telecommuting policies, this position is required to report to the office 3-4 days a week. Candidates must reside within commuting distance of our Charleston (West Ashley), SC office.

About Us: The South Carolina Area Health Education Consortium (AHEC) is a state agency that connects students and professionals with the tools, training and resources necessary to develop an effective healthcare workforce, with a focus on primary care in rural and underserved communities. While the SC AHEC Program Office is administratively housed at MUSC, it is a separate state agency with its own state budget and some independent state reporting requirements. Job Description

The Finance Manager oversees long-term financial planning, annual budgets, forecasting, and monthly financial and operational performance reporting. The position provides financial analysis, recommendations, and proposed actions that help leadership manage resources, address financial risks, and advance SC AHEC priorities.


The Finance Manager is expected to fully use and optimize the reporting and financial-management capabilities available through Workday/OurDay, including Adaptive Budget. Reporting to the Senior Director of Operations, the Finance Manager works closely with the Executive Director and collaborates with other SC AHEC program leaders on financial matters.


Job Duties
(25%) Financial Oversight, Performance Reporting, and Decision Support:
Maintains oversight of all SC AHEC accounts and funding sources, including state, departmental, contract, grant, and other accounts, as well as related intercompany financial activity. Develops regular financial and operational performance reports using Workday/OurDay to communicate the agency’s overall financial position, significant trends, risks, unresolved matters, and areas requiring leadership attention. Provides the Executive Director, Senior Director of Operations, and other program leaders with financial analysis, recommendations, and proposed actions to support operational decisions and agency priorities. Promptly communicates material financial concerns and provides regular status updates through resolution.


(20%) Financial Operations, Reconciliations, and Exception Management
Oversees and coordinates accounts payable, accounts receivable, cash receipts, deposits, supplier payments, journals, reimbursements, expense activity, purchase-card activity, and related financial operations. Enters and approves assigned transactions within established authority and works with administrative and financial staff to ensure transactions are accurately entered, documented, approved, and completed in Workday/OurDay. Reviews reconciliations, month-end activity, financial workflows, and exception reports and coordinates follow-up on incomplete, unsupported, stalled, or unusual activity. Monitors intercompany transactions and coordinates payment, refund, and reconciliation activity associated with AHEC Learning Portal activity fees. Ensures discrepancies and outstanding items are resolved or appropriately escalated.


(15%) State Agency Financial Reporting and Compliance
Coordinates financial reporting requirements associated with SC AHEC’s status as a separate South Carolina state agency. Prepares, analyzes, reviews, and verifies required state financial reports and monitors state appropriations, expenditures, revenues, commitments, and fund balances. Maintains supporting documentation and works with agency leadership, MUSC offices, and appropriate state offices to address reporting questions, resolve discrepancies, and respond to changes in requirements. Prepares required state financial information for leadership review, approval, and submission and supports the Executive Director with related state reporting and communications.

(15%) Long-Term Financial Planning, Budgeting, and Forecasting
Leads the preparation and monitoring of SC AHEC’s annual operating budgets. Uses Adaptive Budget within Workday/OurDay for internal budgeting and forecasting and develops long-term forecasts, financial projections, planning assumptions, and budget-to-actual analyses. Works closely with the Executive Director and Senior Director of Operations to develop and finalize proposed budgets based on strategic priorities, program needs, contractual commitments, anticipated funding, and available resources. Coordinates with program leaders to obtain and validate financial information and provides recommendations regarding variances, funding needs, financial risks, and resource allocation. Prepares budget information for final leadership review, approval, and submission.


(10%) Contract Administration, Revenue, and Payments
Manages the administrative and financial processes for contracts with regional AHEC centers, family medicine residency programs, the South Carolina Department of Health and Human Services, and other partners. Enters and maintains contracts in the designated legal contracting system, Symplr; actively monitors progress through MUSC Legal and Procurement; follows up on outstanding actions; and communicates requested revisions, delays, concerns, and financial implications to the Executive Director, Senior Director of Operations, and appropriate program leaders. Coordinates contract-related accounts receivable and accounts payable, including invoicing, revenue and receivables monitoring, review of payment and reimbursement requests, and timely payment distribution. Administers and monitors contracts supporting GME funding for family medicine residency programs and tracks related payments through final distribution.


(10%) Internal Controls, Administrative Coordination, and Process Improvement
Develops and maintains financial procedures, internal controls, and supporting documentation consistent with federal, state, university, and agency requirements. Evaluates Workday/OurDay processes, reports, duties, and backup coverage and recommends improvements to strengthen financial accuracy, efficiency, compliance, and continuity. Coordinates with administrative and financial staff to promote consistent financial practices, appropriate documentation, and effective backup coverage. Maintains current and appropriately accessible financial records, process documentation, reporting calendars, and status information to ensure continuity of financial operations. Provides technical assistance to SC AHEC and affiliated administrative personnel.


(5%) Personnel and Payroll Coordination
Supports program office leadership with the financial and administrative aspects of employee onboarding, offboarding, and other personnel changes. Assists managers with applicable Workday/OurDay personnel processes and reviews payroll information for potential discrepancies or changes affecting agency financial planning and reporting. Coordinates questions and corrections with managers, Payroll, Human Resources, and other appropriate offices.


Preferred Knowledge and Skills

  • Excellent written and verbal communication and organizational skills, with the ability to independently manage multiple financial priorities and deadlines with accuracy and timely follow-through.
  • Experience using enterprise financial systems, such as Workday/OurDay, for financial reporting, account review, transaction processing, approval workflows, reconciliations, and exception monitoring.
  • Advanced proficiency in Microsoft Excel and financial reporting tools.
  • Strong analytical and problem-solving skills, with the ability to interpret complex financial data, identify trends, variances, risks, and discrepancies, and develop actionable recommendations.
  • Demonstrated ability to communicate financial concerns promptly, provide clear status updates to leadership, maintain organized supporting documentation, and support continuity of financial operations.
