Job Description Summary

In conjunction with the Neuroscience Finance Manager, the Procurement Specialist II supports the purchasing and payment functions of grants, contracts, and unrestricted funds for the Department of Neuroscience Research. This position will initially report to the Department Administrator. Must be able to make decisions independently while analyzing complex information, using sound judgement and work with minimal supervision. Must have at least one to three years of procurement or contracts experience. Once onboarded and trained, this position will have the opportunity for 1-2 days of remote work.

Job Description

Job Duties:

30% Procurement - Serve as primary procurement contact for the Department of Neuroscience and the four (4) service centers within the department. These duties include: processing OurDay orders, coordinating with faculty, staff, vendors, University departments, Procurement, GCA, and Accounts Payable to complete transactions, processing check requests, employee reimbursements, non-employee reimbursements, travel reimbursements, honorariums, laboratory service invoices, animal invoices, and equipment via OurDay and other MUSC-approved mechanisms.

30% Pcard – Serve as primary Pcard holder responsible for completing purchasing card orders for 20+ labs, by monitoring the department's shared email, and ensuring all procurement and administration requests are reviewed and answered promptly. Responsible for processing procurement documents and uploading supporting documentation. Screens disbursement, expenditure, and fund transfer requests for accuracy, legality, and authorization.

10% Contracts - Department lead for complex procurement, contracts, and with resolving procurement issues for the department. Acts as liaison between Legal and procurement departments for contract negotiation, including reaching out to suppliers with any required changes. Monitoring the completion of large equipment purchases, contracts, venue rentals, Professional Service Agreements, and Memorandums of Understanding as requested. Processes vendor invoices for payment, and if necessary, submit new supplier requests in OurDay. Maintains warranty agreements for new and existing equipment purchases.

10% Training Grants - Works closely with the Neuroscience Finance Manager to complete all associated paperwork required for student stipend payments, tuition payments, and various College of Graduate Studies forms.

10% Inventory - Complete Annual Asset Inventory and Surplus for over 300 items valued over 10 million. Visit all departmental space across eight buildings, auditing each lab against the Asset Inventory Management system. Submit required corrections, additions, deletions, and surpluses. Property Liaison-Responsible for adding new equipment to inventory, equipment surplus coordination, and fixed asset tracking.

5% Facilities – Serve as backup to Administrative Coordinator in receiving packages/mail, initiating, and ensuring work orders and maintenance calls are entered and updated in the FixIt facilities system, tracking work orders to completion, maintaining key control property. Primary backup in lab closeout and opening.

5% Special Projects – Assists with departmental projects and performs any additional duties as requested.

Minimum Requirements: A high school diploma and three years of procurement or contracts experience. A bachelor's degree and one year of procurement or contracts experience.
